The Greenville Housing Authority secured 27 project-based vouchers for United Housing Connection’s new supportive housing development.
Church Street Place in the Poe Mill neighborhood will provide housing for individuals who have experienced chronic homelessness and suffer from mental or physical disabilities. The project-based vouchers will be tied to 27 of the 36 apartment units in the residential facility.
“Project-based vouchers drive affordable housing,” said Terril Bates, CEO of Greenville Housing Authority.
The Greenville Housing Authority awards vouchers through a competitive process following guidelines set forth by the U.S. Department of Housing and Urban Development. According to HUD, residents living in units with project-based vouchers are responsible for contributing 30% of their income for rent. The remaining balance will be covered by the voucher.
Over the next 20 years, the vouchers will account for an approximately $6.7 million investment in the supportive-housing project.

Construction started on the $9.9 million Church Street Place development in March 2023. The project received financial investments from several entities, including:
- SEARCHlight and faith-based organizations: $1.7 million
- Greenville Health Authority: $500,000
- Greenville County Redevelopment Authority: $505,000
- Greenville Housing Fund: $300,000
- South Carolina Department of Mental Health: $225,000
